La movilidad geográfica es un proceso en aumento. Si bien hacia 1960 había en el mundo 245,000 estudiantes estudiando en el extranjero, en 2004 había 2.5 millones. Los flujos de movilidad se orientan de países en desarrollo hacia las instituciones de educación superior en países ricos. Se percibe una valiosa orientación internacional a ver en la educación y la investigación una vía de posicionamiento en el mundo y su economía. En el presente, sin embargo, hay alternativas significativas en muchos contextos locales donde la formación en investigación ha tenido avances muy notables. Pero lo que se ha logrado en las instituciones de los países en desarrollo, está bajo la constante amenaza de perderse ante el mercado internacional. Abstract. The world has had a great economic progress during the second half of the 20th century, including the underdeveloped countries. We have been witnesses of the global integration of markets and economic structures. Nevertheless, it has not been a uniform process. Poverty exists everywhere. To reduce it, developing countries need to achieve a technological improvement, the domain and production of knowledge and invest on innovation. They must raise the educational levels with deep reforms in their system; the institutions either of top education, scientific and technological research, must fortify it in an integrated way, and create new programs that would transform the territorial organization within the countries and the whole region.
